The 2016 Home Energy Assistance Program (HEAP) Summer Crisis Program (SCP) will start July 1, 2016 and run until August 31, 2016.
Eligibility: Income-eligible households with a member who is 60 years of age or older or has a medical condition certified by a licensed physician or registered nurse practitioner are eligible to receive assistance through SCP.
Financial assistance with electric utility bills is the main component of SCP. At the discretion of each local HEAP provider, the SCP benefit may also include provision of air conditioners or fans to assist with indoor air quality and comfort. Air conditioners or fans may only be provided to customers that meet age or medical requirements and have not received air conditioners or fans in the last three years. The SCP maximum benefit amounts for 2016 are:
$300 for customers of regulated utilities and,
$500 for customers of un-regulated utilities (municipal utilities or cooperatives).
Current PIPP Plus customers or PIPP Plus customers in default are not eligible for a Summer Crisis Program monetary benefit. PIPP Plus customers may receive an air conditioner or fan if they meet medical and age criteria and have not received an air conditioner or fan in the last three years. Qualifying customers that are enrolling in PIPP Plus for the first time may use the Summer Crisis benefit to assist with the first PIPP Plus payment.
